Issued at 5:00 p.m. today, November 4, 2011, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAG-ASA) forecasts that at 2:00 p.m., a Shallow Low Pressure Area (SLPA) was estimated based on satellite and surface data at 560 km East Northeast of Borongan, Eastern Samar (11.5°N, 131.5°E) embedded along the Intertropical Convergence Zone (ITCZ) affecting Luzon and Visayas.
